Digitoll Norway – Digital Customs Clearance in Real Time

Digitoll is the Norwegian Customs digital solution for submitting information about goods and transport before they cross the Norwegian border.

The system enables Norwegian Customs (Tolletaten) to receive, process and risk-assess information about a shipment before the vehicle arrives at the border. This can significantly reduce waiting times and make border crossings much more efficient for correctly prepared shipments.

What is Digitoll in Norway?

Digitoll is part of the digitalisation of Norwegian customs procedures.

Instead of providing information about a shipment only when the vehicle reaches the border, information about the transport and the goods is submitted electronically to Norwegian Customs.

This allows Tolletaten to process and risk-assess the shipment before arrival.

For businesses importing goods into Norway, this means a more predictable customs process and, in many cases, a faster border crossing.

From 15 September 2026, digital submission of notification and disclosure information is mandatory.

A further important change will take effect from 1 March 2027, when customs declarations will generally have to be submitted no later than at the time of border crossing and the current direct transport arrangement will be discontinued.

How does Digitoll work?

Before the goods enter Norway, the required information about the transport and shipment is submitted electronically.

Depending on the shipment and customs procedure, the process may involve:

  • transport notification,
  • house consignment notification,
  • master consignment notification,
  • customs declaration in TVINN,
  • reference to a customs declaration,
  • or a transit MRN when the goods are transported under a transit procedure.

Norwegian Customs can then connect the information about the vehicle, shipment and relevant customs procedure.

This allows the authorities to determine whether the shipment can continue normally or whether additional checks are required.

Digitoll and TVINN – what is the difference?

Digitoll does not simply replace TVINN.

These systems perform different functions within the Norwegian customs process.

TVINN is used for submitting customs declarations, while Digitoll is used for the digital submission and linking of information concerning the transport, consignments and relevant customs procedures.

For many imports, the customs declaration is therefore submitted through TVINN and the relevant declaration reference is connected to the shipment information submitted through Digitoll.

TollAgent AS can handle both parts of the process for the customer.

What information is required for Digitoll?

The exact information depends on the type of transport and shipment.

For road transport, the required information may include:

  • vehicle registration number,
  • expected time and place of border crossing,
  • driver information,
  • consignor,
  • consignee,
  • description of the goods,
  • gross weight,
  • quantity,
  • transport references,
  • selected customs procedure,
  • customs declaration ID,
  • or transit MRN.

Correct information is particularly important because the different messages must correspond with each other.

Incorrect registration numbers, shipment references or customs declaration details may delay the customs process.

Digitoll for road transport to Norway

Digitoll is particularly important for companies transporting goods into Norway by road.

Before the vehicle reaches the border, information about the vehicle and goods is submitted electronically to Norwegian Customs.

When the information has been submitted and correctly linked, Norwegian Customs can process the transport before it reaches the border.

At certain border crossings, this can make the crossing significantly faster.

However, using Digitoll does not guarantee that a vehicle will never have to stop.

Norwegian Customs may still require the driver to report to a customs office or carry out document or physical inspections.

Example: Digitoll for a regular importer

A transport company delivers goods several times per week to a customer in Oslo.

Before each transport reaches the Norwegian border, TollAgent AS receives the necessary commercial and transport documentation.

Who is responsible for Digitoll?

Responsibility depends on the role of each party in the transport chain.

The carrier is particularly important in relation to the notification and disclosure obligations, while the importer or owner of the goods is responsible for ensuring that correct information about the goods is available.

Businesses can use a customs representative to submit information on their behalf.

Instead of handling the customs procedures internally, the importer or transport company can provide us with the necessary documents and transport information, and we can prepare the relevant customs documentation.

Do importers need their own Digitoll system?

Not necessarily.

A company that only imports or receives goods does not normally need to build its own technical integration with Norwegian Customs if the required submissions are handled by other parties, such as a carrier, freight forwarder or customs representative.

Companies that submit Digitoll notification and disclosure messages themselves need an appropriate technical solution and authentication.

The technical setup may include:

  • registration for Digitoll,
  • software capable of communicating with Norwegian Customs,
  • API integration,
  • Maskinporten,
  • and an enterprise certificate.

For many importers, using an experienced customs representative is therefore considerably simpler than implementing their own customs IT infrastructure.

Can Digitoll be used for transit goods?

Yes.

Digitoll can also be used in connection with goods transported under a transit procedure.

For road transport, the transit MRN is referenced at consignment level.

Depending on the transport, the transit procedure may be completed at the Norwegian border or continue to an authorised consignee or another destination where the transit procedure is discharged.

TollAgent AS also assists customers with NCTS and T1 transit procedures in Norway.

Does the driver need special equipment?

In normal circumstances, the driver does not need to install special customs equipment in the vehicle simply to use Digitoll.

What is important is that the transport and customs information has been submitted correctly and that the driver has access to the necessary references and documents.

The exact procedure at the border depends on the border crossing and type of transport.

At some locations the process is highly automated, while at others the driver may still need to report to a customs service point.

What happens if Norwegian Customs selects the shipment for inspection?

Digitoll does not remove Norwegian Customs’ right to inspect goods.

Tolletaten can still select a shipment for:

  • document control,
  • verification of customs information,
  • inspection of the vehicle,
  • or physical inspection of the goods.

This is why correct documentation and commodity classification remain essential even when the transport uses a digital customs process.

What documents should you send to TollAgent AS?

For a standard import into Norway, we normally need:

  • commercial invoice,
  • information about the consignor and consignee,
  • description of the goods,
  • quantity and weight,
  • country of origin,
  • transport information,
  • vehicle registration number where relevant,
  • expected border crossing,

Is Digitoll mandatory in Norway?

Digital submission of notification and disclosure information became mandatory from 15 September 2026.

From 1 March 2027, further changes will apply, including the requirement for customs declarations to be submitted no later than at the time of border crossing and the discontinuation of the direct transport arrangement.

Does Digitoll replace TVINN?

No. TVINN continues to be used for customs declarations. Digitoll connects information concerning the transport, goods and customs procedure so Norwegian Customs can process the shipment digitally.

Can a customs agent handle Digitoll for my company?

Yes. Depending on your role and the relevant obligation, a customs representative can submit information on behalf of a company.
