Customs Clearance at Helligskogen – Norway–Finland Border

Helligskogen / Kilpisjärvi (E8) is an important road border crossing between northern Norway and Finland.

The route connects Tromsø and northern Norway with Finland and the European Union and is regularly used for international commercial transport.

If you are transporting goods through Helligskogen, the customs documentation and Digitoll information should be prepared before the vehicle reaches the border.

Where is the Helligskogen border crossing?

The customs office is located on the E8 at Kilpisjärvi, close to the Norwegian border.

Yes.

The Helligskogen / Kilpisjärvi customs office is open 24 hours a day, every day.

This makes the E8 an important route for commercial transport between Finland and northern Norway.

Digitoll at the Finnish border

Commercial goods entering Norway by road must follow the applicable Digitoll requirements.

At the border with Finland, the procedure is different from Svinesund and Ørje.

The driver must report to the customs service counter.

For goods exported from the EU, the driver should also have the relevant Finnish/EU export document available, for example as a barcode or export reference.

This is important because Norwegian Customs does not have automatic data exchange with the Finnish export system.

Customs clearance before reaching Helligskogen

The customs documentation should be prepared before the vehicle arrives at Kilpisjärvi.

What documents do we need?

For a standard commercial shipment, send us:

  • commodity codes if available,
  • country of origin,
  • importer and exporter details,
  • and vehicle registration number.

If the goods are travelling under transit, we also need the relevant MRN.

Additional documents may be required for regulated goods.

Import from Finland to Norway

Goods transported from Finland to Norway through Helligskogen leave the EU customs territory and enter Norway.

The Norwegian import procedure must therefore be prepared even though both Norway and Finland are part of the EEA.

Depending on the shipment, this may involve:

Import declaration + Digitoll

or

NCTS transit + Digitoll

if the goods continue under customs supervision.

Norway is part of the EEA, but it is not part of the EU Customs Union.

Example: Finland → Tromsø

A Finnish company sells commercial goods to a customer in Tromsø.

The truck travels:

Finland → Kilpisjärvi → Helligskogen → Tromsø

Before the vehicle reaches the border, the invoice, CMR, packing list and vehicle information are sent to TollAgent AS.

At Kilpisjärvi, the driver reports to the customs service counter and follows the instructions provided by customs.

NCTS and transit at Helligskogen

Goods can also cross the border under an NCTS transit procedure.

For example, a shipment may continue under T1 to another customs destination in Norway rather than completing the entire customs procedure at the border.

The transit MRN must be correctly referenced in Digitoll.

If the transit continues beyond the border, it must later be correctly discharged at the agreed customs destination.

Can the driver pass automatically with a green light?

At the Finnish border, the driver must report to the customs service counter. The procedure is therefore different from the automated ANPR process at Svinesund and Ørje.
