T2 Transit Norway – Customs Transit for Union Goods
T2 is a customs transit procedure used primarily for goods that have Union customs status and need to retain that status while moving through countries participating in the Common Transit Convention.
Because Norway participates in the common transit system but is not part of the EU Customs Union, T2 can be relevant when Union goods are transported through Norway.

What is a T2 transit document?
T2 allows qualifying Union goods to move under the common transit procedure while maintaining their Union customs status.
The procedure is managed electronically through NCTS – New Computerised Transit System.
Once the declaration has been accepted, the transit movement receives an MRN – Movement Reference Number.
What is the difference between T1 and T2?
The most important difference concerns the customs status of the goods.
T1 is primarily used for non-Union goods.
T2 is primarily used for Union goods where their Union customs status needs to be maintained during a common transit movement.
The correct choice therefore does not simply depend on whether the truck is travelling to or from Norway.
It depends on the customs status of the goods and the transport route.
Example of T2 transit through Norway
A shipment contains goods that already have Union customs status.
The transport route requires the goods to pass through a country participating in the common transit system but outside the EU customs territory, such as Norway, before returning to the EU customs territory.
A T2 procedure can be used, where the conditions are met, to preserve the goods’ Union customs status during the transit movement.
This prevents the goods from being treated simply as non-Union goods when they return to the EU customs territory.
T2 and Norway
Norway participates in the Common Transit Convention, which allows Norway to use the same common transit framework as EU Member States and other participating countries.
This is why T1 and T2 procedures can be used for international transports involving Norway.
The transit declaration is exchanged electronically between customs authorities through NCTS.
What documents are needed for T2?
For a T2 transit procedure, we may require:
- commercial invoice,
- packing list,
- CMR or other transport document,
- consignor and consignee details,
- description of the goods,
- commodity codes,
- quantity and weight,
- vehicle information,
- planned route,
- customs office of destination,
- and documentation confirming the customs status of the goods.
The documentation must support the use of T2.
If Union status cannot be established, a different customs procedure may be required.
What is the MRN?
After the T2 declaration is accepted in NCTS, the movement receives an MRN – Movement Reference Number.
The MRN allows customs authorities to identify and follow the transit electronically.
The transit must subsequently be presented and correctly discharged at its destination.
Does T2 need to be closed?
Yes.
Just like a T1 transit movement, a T2 procedure must be correctly completed at the agreed customs destination.
The goods should be presented to the customs office of destination or authorised consignee according to the transit instructions.
The procedure is not complete simply because the goods physically reached the customer.
