What is a T1 transit document?

Once the transit declaration is accepted, the movement receives an MRN – Movement Reference Number.
When is T1 used?

- goods transported from Norway into or through the EU,
- non-Union goods moving through several European countries,

- shipments that will be customs cleared at an inland destination,
- and goods that should remain under customs supervision during transport.
The exact procedure depends on the customs status of the goods and the planned route.
Example: Norway → Poland
A Norwegian company exports goods to Poland.
Instead of completing all customs procedures at the first EU border, a T1 transit movement can allow the goods to travel under customs supervision to the agreed customs destination in Poland.
A typical route may be:
Norway → Sweden → Denmark → Germany → Poland
The T1 procedure accompanies the goods electronically through NCTS.
At the destination, the transit must be correctly presented and discharged before the subsequent customs procedure is completed.
Example: Poland → Norway
T1 can also be relevant for goods travelling towards Norway.
For example, goods that do not have Union customs status may travel:
Poland → Germany → Denmark → Sweden → Norway
under a T1 procedure until they reach the agreed customs destination.
The exact transit setup depends on where the goods originate and their customs status.
What information is needed for a T1 declaration?

- commercial invoice,
- packing list,
- CMR or other transport document,
- consignor and consignee details,
- description of the goods,
- commodity codes,
- quantity and weight,
- value,
- vehicle registration number,
- planned route,
- and customs office of destination.
Depending on the shipment, additional customs references may also be required.
What is an MRN?
Once the T1 declaration has been accepted in NCTS, the transit receives an MRN – Movement Reference Number.
The MRN identifies the transit movement and allows customs authorities to follow it electronically.
The driver should have access to the relevant transit documentation and MRN during transport.
Does T1 require a customs guarantee?
Normally, yes.
The transit procedure requires security for the potential customs debt while the goods are moving under customs supervision.
The guarantee may cover potential:
- customs duties,
- import VAT,
- excise duties,
- and other import charges.
The transit remains the responsibility of the holder of the procedure until it is correctly completed.
T1 must be closed at destination
Opening a T1 is only the beginning of the procedure.
The goods must subsequently be presented at the agreed customs office of destination or to an authorised consignee.
If the T1 is not correctly discharged, customs authorities can start an enquiry and the guarantee may be affected.
The driver should therefore know where the transit must be closed before starting the journey.
T1 and Digitoll in Norway
When goods enter Norway under a transit procedure, the MRN can be connected with the relevant Digitoll information for the transport.
NCTS and Digitoll perform different functions:
NCTS manages the transit procedure.
Digitoll provides Norwegian Customs with advance information about the transport and consignments entering Norway.
For road transport, both systems can therefore be relevant to the same shipment.
