EORI Number for Norwegian Companies – Registration and Practical Use

EORI stands for Economic Operators Registration and Identification and is the identification number used by customs authorities throughout the European Union.

Norway is not part of the EU customs territory and Norway does not issue EORI numbers. However, Norwegian companies may need an EORI number when carrying out customs activities in the EU.

What is an EORI number?

An EORI number is a unique customs identification number assigned to businesses and other economic operators interacting with customs authorities in the European Union.

It is used to identify the company in customs systems and may be required for:

  • import customs declarations,
  • export customs declarations,
  • transit procedures,
  • customs representation,
  • and other customs operations within the EU.

Once issued, the EORI number is recognised by customs authorities throughout the European Union.

Does a Norwegian company need an EORI number?

Not every Norwegian company needs EORI.

If your business operates only within Norway and does not carry out customs procedures in the EU, an EORI number may not be necessary.

However, a Norwegian company may require EORI when it acts as an economic operator in an EU customs procedure.

Typical situations include:

  • exporting goods from Norway and acting in customs procedures in the EU,
  • importing goods directly into an EU country,
  • acting as importer of record in the EU,
  • using certain transit procedures,
  • or submitting customs declarations in an EU Member State.

Whether EORI is required therefore depends on your company’s role in the transaction, not simply on the fact that goods are transported between Norway and the EU.

Can I get an EORI number in Norway?

No.

Norway does not issue EORI numbers.

EORI is an EU customs identification system.

A company established outside the EU, including a Norwegian company, normally registers for EORI with the customs authority of the EU Member State where it first carries out an activity requiring an EORI number.

For example, depending on the planned customs operation, a Norwegian company may obtain its EORI registration in Sweden or another EU country.

Do I need a separate EORI number for every EU country?

No.

This is one of the most important principles of the EORI system.

A company should have only one valid EORI number.

Once your Norwegian company has received an EORI number from one EU Member State, that number is used for customs purposes throughout the European Union.

For example, if your Norwegian company has obtained an EORI number in Sweden, the same EORI number can generally be used for customs operations in Germany, Poland, Denmark, the Netherlands and other EU Member States.

You do not apply for a new EORI number every time you start trading in another EU country.

Example: Norwegian company exporting to Sweden

A Norwegian company sells goods to customers in Sweden.

The Norwegian export declaration is completed in Norway.

Depending on the agreed delivery terms and structure of the transaction, the Swedish customer may act as the importer into the EU.

In that situation, the Norwegian exporter may not necessarily need its own EORI number for the import.

However, if the Norwegian company itself acts as the importer or carries out a customs operation in Sweden for which EORI identification is required, it will need an EORI number.

This is why the Incoterms and responsibilities of the seller and buyer should be established before the shipment begins.

EORI and DDP deliveries from Norway to the EU

EORI becomes particularly important when a Norwegian seller delivers goods under DDP – Delivered Duty Paid terms.

Under DDP, the seller assumes extensive responsibility for delivering the goods to the buyer, including import formalities.

For a Norwegian company selling goods to customers in the EU, this can create additional requirements concerning:

  • EORI registration,
  • customs representation,
  • import VAT,
  • VAT registration,
  • and local tax obligations.

An EORI number alone does not automatically give a Norwegian company the right to act as importer in every EU country without additional registrations.

Before using DDP for sales from Norway to the EU, the entire customs and VAT structure should therefore be checked.

EORI and T1 transit

An EORI number may also be relevant when goods move under the NCTS transit system, including T1 procedures.

T1 is commonly used when non-Union goods are transported through the EU under customs supervision without paying import duties at the first point of entry.

Depending on the company’s role in the transit procedure, EORI identification may be required.

What documents are required to obtain an EORI number?

The requirements depend on the EU country where the application is submitted.

For a Norwegian company, documentation may include:

  • company registration certificate (firmaattest),
  • Norwegian organisation number,
  • registered company name and address,
  • information about the authorised representative,
  • identification information,
  • and a power of attorney if the application is submitted by a representative.

Additional documents may be requested by the customs authority processing the application.

How long does EORI registration take?

Processing time depends on the customs authority issuing the EORI number and the completeness of the application.

For this reason, we recommend applying before the first shipment requiring EORI, rather than waiting until the goods have already reached the EU border.

Missing EORI registration can delay customs clearance.

How can I check whether an EORI number is valid?

The European Commission provides an online EORI validation system.

An EORI number can be checked to confirm whether it is currently valid in the EU customs system.

This is useful before beginning a customs procedure, particularly if the number was issued some time ago or the company has changed its registration details.

EORI number vs Norwegian organisation number

An EORI number and a Norwegian organisation number are not the same thing.

Your Norwegian organisation number identifies the company in Norway.

An EORI number identifies the economic operator for EU customs purposes.

A Norwegian company may therefore have:

EORI number – used for relevant EU customs procedures

The company does not replace its Norwegian organisation number with EORI. The numbers have different functions.
